Our Vision and Mission

Our Vision

Paragon Ministries International envisions a multiplying movement of disciples across France, Europe, America, and the French-speaking world—men and women who are rooted in Christ, formed in biblical leadership, and equipped to carry the holistic gospel to the nations.

We pursue this vision through three integrated priorities: making disciples, developing Christian leaders, and empowering individuals to walk confidently in their God-given calling.

Three Strategic Priorities

1. Reaching the French-Speaking World

More than 50 nations speak French as a first or second language, making it one of the most globally influential languages. Yet across many French-speaking contexts, evangelical witness remains limited, and much of the cultural and intellectual landscape is shaped by postmodern secular humanism.

Paragon Ministries International engages these communities through culturally informed literature, digital media, leadership training, and relational evangelism. Our aim is to provide thoughtful, Christ-centered resources and personal engagement that speak meaningfully into the French-speaking world.

3. Strengthening the Church in a Postmodern Age

As postmodern secularism continues to shape both Europe and the United States, the Church faces increasing challenges in articulating and embodying the gospel with clarity and conviction.

European churches have navigated these realities for decades and offer valuable insight for the American context. Paragon Ministries International works to foster mutual learning and strategic partnership between American and European believers—equipping leaders to engage secular culture effectively and compassionately.

Our goal is not only to see individuals come to faith in Christ, but also to strengthen churches so they can faithfully reach their communities in complex cultural environments.

Your partnership enables this work to advance across linguistic, cultural, and geographic boundaries—multiplying disciples, raising leaders, and extending the gospel into strategic regions of the world.

2. Engaging North African and Muslim Contexts

North African communities represent a significant portion of the Muslim population in France and throughout Europe. Many North African nations remain classified as unreached, with limited access to the gospel.

Strategic European cities such as Paris, Lyon, and Marseille serve as critical gateways for engagement. Marseille alone is home to a substantial North African population, creating a unique opportunity for relational ministry that extends influence into both Europe and North Africa.

Through discipleship, leadership development, and cross-cultural outreach, Paragon Ministries International seeks to bring the hope of Christ into communities that are often closed or resistant to traditional missionary presence.

Matthew Rasch is a missionary to France. He was first a missionary to the University of Houston from 1995-2003 with Every Nation Campus Ministries. From 2005 to the present, Matt, his wife Christy, and their 4 children have done ministry work among young people and families in Austria, Germany, Hungary, and now France. They partner with Every Nation Churches and Ministries Europe in various roles, including church-planting coaches, preaching coaches, missionary and leader care, and local pastors of the church they planted in Marseille, France.

David Evans

David Evans

Vice President

David Evans is a CPA and financial broker with  David Evans and Associates in Houston. He has experience aiding many ministries and churches with financial and general counsel. He is married and resides in Sugar Land, Texas.

Scott Lacy 

Scott Lacy 

Treasurer

Scott Lacy is a CPA and software trainer with Shell Oil. He has had years of experience as an elder, worship leader, and accountant in Christ Covenant Church on the northwest side of Houston. He is married with 3 children.

Dan Lowry

Dan Lowry was raised on the mission field in Central America. His years as a missionary kid, short-term missions leader, husband, father of 5 children, and owner of DC Lowry Construction Co. give him unique insights into leading Paragon Ministries as a board member. 

Jeff Bullock

Jeff Bullock

Board Member

Jeff Bullock is currently a pastor at Victorious Life Church in High Point, NC. With 15 years of experience in Ukraine, Poland, Hungary, and Scotland as a church planter and missions strategist, he has a wealth of wisdom.
